Our Mission

Animal Welfare staff are committed to protecting citizens and their pets by investigating animal bites, stray cats and dogs, animals nuisances, aggressive or dangerous dogs, as well as animal neglect, abandonment, and cruelty cases. Dogs and cats that are placed in the City's care are treated humanely and, if possible, are offered for adoption if not claimed by their owners.

Call 911 for animal bites, vicious animals, or other dangerous situations. RequestTracker is available to report lost or found dogs and cats, or non-threatening animal nuisances. Citizens can also call Animal Welfare at 918-246-2543 for general inquires, or the police and fire non-emergency number, 918-245-8777, for non-emergency matters.

holly pup2Our Licensing Policy

All dogs and cats in the city limits must be licensed. The $10 license fee is valid as long as the dog or cat resides in the city limits. A tag and microchip are issued with each license can help track the pet should it stray or become lost. Licenses can be purchased at the Animal Control facility at 8620 W. 21st St.


Our Vaccination Requirements

Dogs or cats within the city limits must be vaccinated by a veterinarian against rabies after reaching 4 months of age. Vaccinations shall have a 1-year or 3-year immunity period. Proof of current vaccination shall be available upon request by Animal Welfare staff, police officers, or other authorized City employees.

SECTION 001113 NOTICE TO BIDDERS (Changed via Addendum 2)

SAND SPRINGS ANIMAL WELFARE BID NO. 1125

Published in the Tulsa World, Tulsa, Tulsa County, Oklahoma, January 31 & February 7, 2024.

The City of Sand Springs (Owner) will be accepting sealed bids until 9:45am on Thursday February 22 Tuesday February 20, 2024 at the office City Clerk 100 E. Broadway St., Sand Springs, OK 74063 (Attention City Clerk and include the Bid # for the project) for furnishing all tools, materials and labor, and performing the work necessary to construct a new 5,200 square foot animal welfare facility and all associated sitework and utility connections.

A Pre-Bid Conference will be held on February 6, 2024 beginning at 10:00AM at the Sand Springs Municipal Building Council Chambers (100 E Broadway St, Sand Springs, OK 74063).

Bidder is responsible for any printing of documents.

Questions during the bidding phase should be addressed to the Architect. Bids shall be submitted on the Bid Form provided in the Project Manual.

Bids submitted by facsimile or e-mail will not be accepted. Bids submitted after the closing time will not be accepted. Bids submitted more than ninety-six (96) hours excluding Saturdays, Sundays and holidays before the time set for the opening of bids, shall not be accepted and will be returned unopened to the bidder.

Bidders are required to provide a Business Relationships Affidavit, Non-Collusion Affidavit, and Bid Security in the amount of five percent (5%) of the bid in the form of a cashier’s check, certified check, Surety Bid Bond, or an irrevocable letter of credit at the time of bid. Refer to Bidding Documents for additional information.

The City of Sand Springs reserves the right to reject any or all bids or to waive any formalities in any bid, and to accept the bid or bids which seem most advantageous to the Owner.

Bids are required to be submitted under a condition of irrevocability for a period of 45 days after submission.

The successful bidder will be required to furnish public liability and workmen’s compensation insurance. Additionally, for bids in excess of $50,000, Statutory Payment, Performance, Defect and Maintenance Bonds will be required to be submitted prior to commencing work on the project. The Statutory Payment, Performance, Defect and Maintenance Bonds shall be for one hundred percent (100%) of the contract price.

For purposes of your bid, do not include any local or Oklahoma sales tax. The Owner will appoint the successful bidder its agent for the purpose of receiving tax exempt status on purchase of materials for this Contract only. Authority Oklahoma Statute Article 68 Paragraph 1356, 1983.

All bids that have been duly received will be publicly opened and read aloud at a meeting held at the Sand Springs Municipal Building Council Chambers (100 E Broadway St, Sand Springs, OK 74063) at 10:00AM local time on the 20th day of February 2024.
