Building and sign permits are issued by the Neighborhood Services Division following an application and review process. Inspections are performed by Neighborhood Services staff to assure construction activities meet state and locally adopted building and trade code standards. Permits and inspections are a critical part of a safe and healthy community and also provide peace of mind for citizens that projects are being done by qualified individuals and corporations in compliance with codes designed to protect lives and property. Neighborhood Services staff also issue occupational licenses for trade contractors doing work in the city - as well as itinerant peddlers and solicitors, establishments that sell or serve alcoholic beverages, amusement devices and mover's permits for oversized loads traveling upon city streets.

Construction Activities
Property owners or general contractors can submit a building permit application. Permits for electrical, mechanical and plumbing work that are separate from a building permit must be requested by contractors currently licensed by the State and registered with the City. Applications can be submitted in person at the Neighborhood Services office, located in the Fire Administration Building, 108 E Broadway St (next to the Municipal Building) or online by completing the applicable form and attaching all required documents. Payment of the $125 fee must be received before any license can be processed. Contractor licenses are valid from July 1st to June 30th of the following year (or part thereof).

With the exception of minor repairs and adjustments, most electrical, plumbing and mechanical work performed in the city limits must be done by a currently licensed and registered contractor. In most cases, permits and inspections are required.

Required inspections are performed during different phases of construction. In most cases, inspections requested before 9:00 am will be performed that business day. Inspections can be requested 24/7/365 by calling 918-246-2500 x 2572 and following the inspection line prompt and instructions.

Certificates of Occupancy included as a part of residential and commercial building permits are performed as a part of the final inspection process and are approved when all trade and zoning code requirements are completed - as well as any project-specific requirements included as a part of the building permit. It is a violation of City ordinance to occupy a building before a Certificate of Occupancy is issued (if one is required).

Other Licenses
Individuals or firms selling items from an itinerant location or door-to-door must have an itinerant peddlers and solicitor's license. Licenses can be purchased at the Neighborhood Services office or online by completing the applicable form and attaching all required documents. Payment of the $75 fee must be received before any license can be processed. Such licenses are valid for one year from the date of issue.

Business selling or serving low-point leer or alcoholic beverages must have a City beverage license to accompany their County permit or State license. Licenses can be purchased at the Neighborhood Services Oversized Loadoffice or online by completing the applicable form and attaching all required documents. Payment of the associated fee must be received before any license can be processed. Such licenses are valid from July 1st to June 30th of the following year (or part thereof).

Firms moving large vessels, house or other oversized objects regulated by City ordinance must obtain a mover's permit prior to beginning any move on city streets. Specific requirements may be placed on movement of objects that necessitate special clearances or coordination. Mover's Permits can be purchased at the Neighborhood Services office or online by completing the applicable form and attaching all required documents. Payment of the $100 fee must be received before any license can be processed. Such licenses are valid for 5 days from the date of issue.

A Good Rule of Thumb
When it comes to licenses, permits and inspections, it is far better to ask permission than to seek forgiveness. Permits, inspections and licenses obtained properly and in advance on any activity can save a lot of heartache and expense later. Although Neighborhood Services staff endeavors to work flexibly with all license or permit applicants, matters of law and life safety are paramount and must be observed. Failure to obtain proper permits, inspections or licenses may result in Municipal Court citations with maximum fines of $500 for each day the violation continues. Additionally, work done without a permit or concealed prior to inspection may result in its removal. Activities that violate the City's Zoning Code may result in a cease and desist order followed by civil remedies as necessary.
