Strategic Plan


Sand Springs’ future lies in being a complete community and a destination city. Those two initiatives were adopted by City Council as principle elements of the City’s strategic plan. The plan serves as a road map that can help keep us on track, and communicate with our citizens and our partners in the community, as we reach out to one another to find common interests. This is one of a series of planning initiatives we are partnering in as we as a community looks to the future.

Brainstorming is what brought the plan to life. The City’s administrative staff spent numerous hours working with Dr. Leo Presley, a former Executive Director of the Oklahoma Department of Commerce and nationally recognized planning consultant, to craft a document addressing a wide range of topics. Presley has done similar strategic planning internationally, and with several organizations regionally, including the Tulsa Metro Chamber of Commerce.

The plan identifies nine goals and 33 objectives to help accomplish these two initiatives. Each objective has a City department assigned to it for accountability. Other stakeholders both within City government and the community at large are identified. Tangible measures and timeframes are assigned to determine whether each initiative, goal and objective is being accomplished.

The complete community portion of the plan outlines five goals – enhancing retail and dining opportunities, improving residential capacity, improving overall quality of life, building infrastructure and broadening employment opportunities. The destination city portion of the plan goals are developing the Arkansas River, creating recreational and entertainment opportunities, supporting a tourism environment, and creating brand identity and public awareness.
